At the same time that ACDI/VOCA conducts economic development activities, it seeks to provide U.S. agribusiness with access to fast-growing economies abroad.  ACDI/VOCA food aid projects are based on a food systems approach that recognizes the interdependencies of local food economies and attempts to expand and stimulate private markets.

Since its founding in 1965 as the Foundation for the Peoples of the South Pacific (FSP), Counterpart International's central organizational purpose - of supporting the creation and development of strong local institutions and non-governmental networks capable of meeting local and regional needs on a sustainable basis - has never changed.  Counterpart has always placed a special emphasis on vulnerable populations, as women and the disadvantaged hold a special place in the development of civil societies and equitable marketplace economies.  Whether developing organizations in the NGO sector or the financial and business sectors, Counterpart builds upon existing resources and institutions to enable communities to meet their own self-defined needs.  This flexible and culturally adaptable approach has enabled Counterpart to work effectively in diverse geographic, cultural, political and economic environments.
Counterpart's Relief & Food Security programs strive to address causes of food insecurity worldwide, such as: (1) declining food production due to the destruction of land, forests, and other natural resources; (2) poor health conditions resulting from insufficient investment in rural health facilities compounded by high population growth; (3) lack of access to income and food for vulnerable groups such as the elderly, the disabled, the chronically ill, and orphans; and (4) limited opportunities for income generation.  In particular, our assistance addresses restoration of land degraded by war, short-term professional training, local capacity building, technical assistance to local agri-businesses, and distribution to orphans and pensioners.
